The grow surface area limits are new, following amendments introduced to Canada’s cannabis regulations in March 2025 – the maximum area used to be 200m².

From 2021 to 2023, there were more micro cultivation licences issued in Canada rather than standard cultivation licences. Around 26% more micro cultivation licences than standard cultivation licences were issued in 2021 and in 2022, the number of issued micro cultivation licences was more than double the number of issued standard cultivation licences. This trend was driven partially by rising interest of consumers for craft cannabis – superior-quality cannabis grown in small batches, prioritizing quality over quantity – and this type of production is easier to achieve at a smaller scale. Interestingly, large cannabis producers in the country are exploring craft cannabis production through partnerships with micro-cultivators which helps micro licensees’ products to reach a wider audience.

Additionally, Canada requires the applicants for a cannabis licence to have a fully built site when they submit their licence application which is a significant up-front cost. The construction of a micro cultivation facility requires less investment than the construction of a standard cultivation facility.

Now with the increase in the permitted grow surface area and the ability to scale their operations more effectively, the number of applications for micro cultivation licences will likely continue to rise.

How to Start a Cannabis Micro Cultivation Business in Canada?

  1. Understand regulatory and legal requirements.

It is very important to review the Cannabis Act and the Cannabis Regulations to familiarize yourself with the federal cannabis regulations and understand the requirements for obtaining a cannabis micro cultivation licence as well as what activities it permits.   1. Check if you meet the criteria to start your own cannabis business in Canada.

To apply for or renew a cannabis licence, you must meet all of the following requirements:

  • You must not be subject of a receivership of your debts.
  • You must not have failed to comply with any Act of Parliament or of a provincial or territorial legislature that deals with the taxation or control of alcohol, tobacco products, cannabis products, or vaping products or any regulations under it in the past five years.
  • You must not have acted to defraud His Majesty in the past five years.
  • Each individual involved in the proposed business is aged 18 or over.
  • You must hold a valid business address in Canada.
  • You must provide a list of all premises that will be cultivating, producing and/or packaging cannabis products.
  • You must have sufficient financial resources to conduct your business in a responsible manner.

  1. Consult municipal by-laws, send notices to local authorities and collect their contact information.

Select the geographic area in which you would like to operate your micro-cultivation business and send notices to the local government, fire authority and police force or the Royal Canadian Mounted Police detachment responsible for providing policing services to that area.   • Applicant’s name.
  • Date on which the applicant expects to submit the application.
  • Class and subclass of the licence that will be sought, the activity that the person expects to carry out under the licence and an indication that the activity will be conducted in relation to cannabis.

  • Name of the responsible person and their contact information.

  1. Choose a location.

When choosing a location for your cultivation facility, you will have to comply with provincial or territorial laws as well as municipal or local government laws, by-laws and policies.   • Information on source of the starting material.
  1. Prepare information for the site evidence package.

This will come as a separate package of documents that have to be submitted with the application, intended as evidence that you have a fully built, operational and functional site with all necessary permanent fixtures such as facility lighting, security features and ventilation and air filtration systems. The site evidence package must include:

  • Site plans and floor plans.
  • Plans for grow surface areas.
  • Description of physical barriers and site design.
  • Description of how access to storage areas is restricted.
  • Guided video tour.
  • Physical security measures attestation.

  1. Submit the licence application and pay the fees.

Once all the required documents and information have been collected, you are now ready to submit the licence application. You must create an account in the Cannabis Tracking and Licensing System (if you are applying as part of a business entity, create a corporate profile) and submit your security clearance applications as well as other required documents and information. Health Canada has a guide on how to use the Cannabis Tracking and Licensing System.

Prior to your application being processed, you must pay the application-screening fee and the security clearance fees:

Application-screening fee: $2,023

Security clearance application fee (for each person who requires it): $2,041

The screening process takes anywhere from 30 business days to 6 weeks, and after that the review process takes anywhere from 80 business days to 16 weeks.

Within 60 days of your licence’s effective date, you must also pay the annual regulatory fee:

  • Annual regulatory fee to be paid for each fiscal year that you have a valid licence (for each site): the higher of
    • $2,500
    • percentage of cannabis revenue on previous year’s “Statement of cannabis revenue”. For micro cultivators, this percentage is 1% for revenue up to $1 million, and 2.3% for revenue above $1 million.
