Cannabis Legalization in Alberta
Following federal adult-use cannabis legalization in October 2018, Alberta Gaming Liquor and Cannabis Commission (AGLC) was designated as the sole regulatory authority under the Gaming, Liquor, and Cannabis Act. The Gaming, Liquor and Cannabis Regulation governs the cannabis industry in Alberta. Initially, the AGLC had a dual role as the sole provincial wholesale distributor and a retailer. Additionally, Alberta licenses private cannabis retail stores. On March 8, 2022, AGLC exited its e-commerce business and transitioned fully to a private retailer model only.
Albertans are allowed to consume cannabis in their homes and in some public spaces where smoking tobacco is allowed, but use is banned in cars.
Cannabis Provincial Regulations:
- Albertans of legal age (18) are able to purchase cannabis products from retailers that receive their products from a government-regulated distributor.
- Home cultivation of up to 4 plants per household is permitted.
- Only specialized retail outlets are able to sell cannabis, up to a maximum of 30 grams per purchase, and are not able to sell cannabis if they sell alcohol, tobacco or pharmaceuticals.
- The regulations establish that private cannabis stores can be located with a 100-meter buffer between cannabis retailers and schools and provincial health care facilities.
- Private retailers can perform online sales and home delivery with a specific AGLC endorsement.
In 2023-2025, AGLC made moves to reduce red tape for cannabis businesses. Amendments now permit:
- Licensed retail stores to apply to AGLC for an extension of their license to allow the temporary sale of cannabis at events and festivals in designated adult-only areas;
- Inter-retailer wholesale transactions;
- Cannabis representatives to provide up to 3.5 grams of dried cannabis per retail location as product samples to the licensed cannabis store;
- Licensed cannabis producers to produce private label products for a licensed cannabis retailer, through a formal agreement; and
- Farm gate licensing which allows producers to operate retail outlets at their processing/cultivation facilities and sell their products directly to consumers.
Alberta Cannabis Market Stats
Alberta’s legal cannabis market has evolved from rapid expansion into a mature market. Data collected by Statistics Canada shows that from 2019 to 2025, licensed cannabis retailers generated $5.2 billion in cumulative sales. Alberta’s cannabis market initially expanded rapidly, more than doubling from $255 million in 2019 to $574.7 million in 2020. Sales then grew at a slower rate, climbing to $717 million in 2021 and reaching nearly $800 million in 2022. In 2025, Alberta’s licensed retail stores sold around $1 billion worth of cannabis products, reflecting sustained consumer adoption in Canada’s second-largest provincial market.
Retail infrastructure expanded in parallel. Between March and July 2019, Alberta led in terms of private retail store count with a total of 176 cannabis stores. By March 2021, store count more than tripled to reach 600 – the highest count nationally – and peaked at around 756 in March 2023. After brief consolidation to 700 retailers in December 2024 (including 327 with online stores), expansion resumed and as of February 2026, there were 734 licensed cannabis retailers in Alberta with 361 of them offering online sales. Approximately one-quarter of the province’s retail stores are located in Calgary.
As of February 2026, there were also 92 federally licensed producers in the province. Despite this small number, AGLC stated in its 2024-2025 report that it has secured 153 contracts with licensed cannabis producers, of which 111 are not based in Alberta. This extensive supplier network likely ensures stable cannabis inventory for the province’s retailers.
Alberta has one of the highest cannabis prevalence rates among Canadian provinces with 29.1% of residents reporting past 12-month non-medical cannabis use in 2024. Sales data for FY2024-2025 reveals that dried flower (including milled flower) accounts for the majority of sales in Alberta (31.5%), though its share has fallen from 37.3% in 2023 – reflecting the shift of Canadian consumers away from flower towards alternative, more convenient product forms. Dried flower is followed by vapes (22.7%), pre-rolls (20.5%), and extracts (16.9%). Other product categories include edibles, beverages, capsules, oils, and topicals, and hold more modest shares.
Interestingly, while on a national level consumers have shown a rising preference for pre-rolls (a product category which is rapidly capturing market share from dried flower), Alberta’s cannabis consumers actually demonstrate a stronger preference for vapes (22.7% of total sales) and concentrates (16.9% of total sales) – both gaining share since 2022-2023. Meanwhile, pre-roll category’s share actually fell from FY2022-2023 to FY2024-2025. The 2024 Canadian Cannabis Survey confirms this pattern: 51.2% of Alberta users report vape pen/cartridge use (nearly 12 percentage points higher than the national prevalence) and 19.2% use concentrates/extracts (around 6 percentage points higher than the national prevalence).
